whats a good text adding program

for photos/sigs? Besides photoshop, i only have PS portable so i cant add text.
Whats a good one that has good text, like you would see from ps?

i recommend paint. tey have many different texts. fonts. size. colors to choose from
from ps i dont know. surprise me. u like cursive.

paint is good but its so basic!
