I thought i knew how to do this but i want verification.

when you use www.godaddy.com for hosting, you have to pay the 9.99 for a domain and then also 4.99 for hosting? I use to know this shit... Any help would be great!

right.. you pay $9.99 per year for a domain
(ie. www.thisismydomain.com)

then $4.99 a month for the hosting
