WAIT! I remember one time Nic was messing around with the forum, and he got text to scroll around the top of the page, saying an announcment. Thats prolly what it is

It's a nice little announcement script R. created. If you are an admin you have a little box on the forum index that says quick announcement. We type in what we want to say and it puts it where it currently says, "No Announcement". Yay!
