Scroll Bar?

Is this just me but when any1 else comes on this does it like scroll down 2 the bottom of the page itself?

Well thats good, but still now whenever i press on the button to get to the latest comment i haven't seen, in any topic... it comes to this comment, and quickly goes right back up to the first post!
Its so annoying, i have to look up like that for comments i've seen and those i haven't to see whats there exactly.
It just in a second, scrolls back to the first post instead of to the newest one.
