It's basically someone that works for a record label, kind of like a scout that looks for all the unsigned bands and considers them to be signed. So it was likely that it was this guy that got Sum 41 signed in the first place. Like the middle person between the band and the label. I think it stands for artists & repertoire but please correct me if I'm wrong.
