My ISP used to have 1 IP for an area, as we went through a proxy server by default for our area, which gave up 20mb speeds (if you were on that package) it proved more reliable than individual IP's yet a pain in the block respect. So they changed it to individual IP, but this just highlights some of the problems caused by blocking IP addresses.
