Graphics dont make a game. Only n00bs say that. I've played pretty much all MMO's out there.. but i keep going back to wow, the gameplay is quite a bit better than most. but i'm not so keen on the PvP

It depends really. The only possible edge WoW has over the elder scrolls series is online play.. if TES had online play.. it would be the most played game on earth... and there are about 9000 mods for TEs4 that add around 1000 extra hours of gameplay. I'm not sure, but i'm pretty sure WoW isn't customizeable like that.

TES: IV was a great game, but it dosent have any group play features, or anything that would really need a group to overcome, so that would need addressing, and no, WoW isnt customisable like that, but no online game can be. it would need a dedicated set of developers to release content as all players and the servers would need the same content. Although, thinking about it, It would be possibly to make an online version of TES... even i could probrably do it. but meh. it would take lots of time.
