Well, for one, the songs on those CDs (No Apologies/This Is Goodbye) aren't that good and most people would have downloaded them already. The other thing is, you can't get rid of 20+ CDs that only have two songs on them if you sell them for $20 or $30. No one would be dumb enough to bet on that.

What I don't understand is why the guy selling would have so many copies. And why he would've wanted so many.

he probably got them straight from Island... they tend to randomly give out promo stuff that soon ends up on lots on ebay.
