Do you actually need to do anything in order to live here/work/register with a doctor?

You need a Visa/Work Permit to work in the UK. I only know this from reading application forms.

Nope, at least I don't think so. My french uni took care of most things, I remember I had to put some informations on the UCAS website, but other than that my ID card was barely everything I needed. Well, I still needed to go to the bank and health services in france to say I was moving abroad...
