The simple answer? (I didn't bother reading the whole thing, so I'm sure it's been said...)

Teenagers are stupid.

Teenage girls take nudie pics of themselves and send them around because they're STUPID.
Teenage boys oogle said pictures and are in posession of them at school or around authority figures that'll get them caught, in situations where they can't jerk off anyways thus not needing to be looking at the pictures because they're STUPID.
